As part of the NW Film and Video Film Festival, “Politics of Sand” documents the historic political events leading up to and culminating in House Bill 1601. In the spring of 1967, HB 1601, which later became known as the Beach Bill, landed in a subcommittee of the House that oversaw beach issues. At the time, several motel owners were making ownership claims to the dry sand areas of Oregon’s ocean beaches. The Beach Bill established a permanent public easement for access and recreation along the ocean shore seaward of the existing line of vegetation, regardless of ownership, roughly to 16 feet in elevation. Opening on Friday, November 14 at the Portland Art Museum, the film features interviews with many of the key players, including Prof. Robert J. Schultz, who was a member of the OSU science team. The governor’s office asked the Oceanography Department for help, who in turn asked civil engineering to survey the beach. Bob proudly relates that oceanography and civil engineering members comprised the team, but civil solved the location problem! More details on the premier here. . .
